Negotiating peace in the shadows

Abstract

Back-channel negotiations are a ubiquitous feature of peace processes and were crucial to high-profile peace agreements in the 1990s in Israel/Palestine, Northern Ireland and South Africa. Secret communication is especially valuable in highly ideologically charged and intractable conflicts where open contact is politically impossible. The chapter discusses the motivations for covert contact, outlining how it increases the clarity of communication and provides a way for long-time enemies to establish the authority of opposing leaders, to discuss proposals without making strong public commitments and to develop the limited trust on which a settlement can ultimately be built.
