Abstract
Over the past two decades housing rights have become central to any critical examination of housing policies or systems. While key housing rights, such as safe and secure housing are established in national laws, States across the world have adopted a wider and more comprehensive matrix of obligations to their citizens as part of the acceptance of human rights. This chapter examines the origins and principles of the right to housing in Ireland, drawn from the international instruments which Ireland has adopted and ratified. These are the corollary to good housing policy, protection of homes, adequate public expenditure, and regulation of housing systems. These rights extends beyond shelter, and include rights of access, housing standards, security of tenure and affordability.
