Abstract
Across Europe the delivery of human and social services faces many challenges, including population ageing, rising costs, increased expectations and state retrenchment. In order to address these challenges, states have sought to introduce new methods of organising human and social services. One such approach has been commissioning. This paper examines the potential, opportunities and challenges of adopting a commissioning approach in Ireland.
