The event was attended by officials from Ministries of Justice, Prison Services, NGOs and academics.

Participants discussed the contemporary situation for foreign nationals in prison and under probation in Europe, challenges and best practices, and made suggestions for changes to regional policy in this regard.

Written submissions were also provided by Penal Reform International, Irish Council of Prisoners Overseas, Prisoners Abroad and Dr. Luisa Ravagnani.

The attending Council of Europe experts presented a draft revised Recommendation to the 39th Working Group meeting of the PC-CP in Kraków in September 2025, and to the Plenary of the PC-CP in Strasbourg in Strasbourg in November 2025 based on these recommendations
